Three apartments, six cars, two parking spaces, and a seaside cottage with a combined estimated value of 50 million hryvnias (approximately $1.14 million) have been linked to the family of a former top Odesa military recruitment official suspected of profiting from draft dodgers.
The assets, which are or were recently used by the family of Arkadiy Vaskevych, were identified by investigative journalists from Slidstvo.Info. Most of the properties and vehicles are cited in an ongoing investigation by the State Bureau of Investigation (SBI).
According to investigators, Vaskevych, the former head of the Ovidiopol regional Territorial Recruitment Center (TRC), built a scheme to help individuals evade mobilization in exchange for cash.
Journalists traveled to Odesa to locate the real estate and vehicles that the Vaskevych family and their associates began using following the start of the full-scale invasion
The findings were detailed in the Slidstvo.Info report titled TRC — A family affair.
The investigation focuses on two servicemen, Arkadiy and Bohdan Vaskevych, who until recently held senior positions within the Odesa regional recruitment system.
Arkadiy Vaskevych is a longtime military officer who served as the head of the Ovidiopol regional TRC until last year. His son, Bohdan Vaskevych, has served at various recruitment centers in the region for at least eight years. As recently as October 2023, official Odesa records identified Bohdan as the deputy military commissioner for one of the city’s district TRCs.
The careers of both men ended abruptly last year. The elder Vaskevych retired from the Ukrainian Armed Forces, while the younger Vaskevych’s financial disclosures indicate he was transferred from the TRC to the Naval Command. These shifts coincided with an SBI investigation launched early last year in which both men are named.
According to a court ruling, investigators believe senior military commissioner Arkadiy Vaskevych “established a mechanism for receiving funds by facilitating the evasion of conscription during mobilization.” The SBI alleges that Vaskevych personally directed the purchase of numerous real estate properties and vehicles, which were subsequently registered under the names of family members and close associates.
The case materials further allege that Bohdan Vaskevych, while serving as a department head of recruitment, “intentionally entered knowingly false information” into his official assets declaration by failing to disclose property he was using.
Slidstvo.Info calculated the value of the assets mentioned in court documents, where the elder Vaskevych is accused of profiting from the scheme while his son allegedly helped conceal the illicitly obtained wealth worth roughly $1.1 million.
In the fall of 2022, four cars were registered to Arkadiy Vaskevych’s relatives within a three-week window.
Vaskevych’s father-in-law, Anatoliy Rozhko, purchased a 2018 Mercedes-Benz GLS 350. His brother-in-law, Ihor Rozhko, bought a 2007 Honda CR-V. His wife, Alla, became the owner of a 2015 Nissan Versa. And finally, a 2018 Lexus RX 350L was registered to a close friend.
Journalists estimated these vehicles cost over 5 million hryvnias ($114,000). During that same year, the total official income for Vaskevych and his wife was only 1.5 million hryvnias ($34,100).
The investigation also uncovered a 145-square-meter luxury apartment and parking space in a premium Odesa residential complex. Property records show the owner is Ihor Rozhko, Bohdan Vaskevych’s uncle.
According to Rozhko’s publicly available declaration, he was a high school history teacher in 2016–2017 in Odesa Oblast. Tax records obtained by journalists show he earned only 160,000 hryvnias ($15,200) between 2000 and 2018—nowhere near enough to afford the property.
An extract from the State Register indicates that Vaskevych Jr.’s uncle became the owner of the apartment three years ago, paying 5.5 million hryvnias ($150,400) for it. However, such apartments are currently listed on real estate websites for four times that amount—20 million hryvnias ($455,200). According to information from the appraisal report for this property, the apartment is currently valued at nearly 11 million hryvnias ($250,400).
In addition, journalists learned from the building’s concierges that the new owner had renovated the apartment. An interior designer estimated the cost of the renovation at another 10 million hryvnias ($227,600). In other words, the apartment after renovations could have cost a total of 21 million hryvnias, or half a million U.S. dollars.


In addition, according to a court order, Bohdan Vaskevych has been using a 2017 Audi Q7 since early 2024, which belongs to Yuriy Zadorin (at the time of publication, Yuriy Zadorin was no longer the owner of the vehicle—ed.). Incidentally, journalists spotted this car in the parking lot of a premium-class residential complex—in a parking space belonging to the aforementioned Ihor Rozhko.
Slidstvo.Info does not know when or for how much this Audi was purchased, but currently, a car like the one Vaskevych Jr. likely drives can be purchased for between $26,000 and $43,000.
Investigators from the State Bureau of Investigation have linked another apartment to Arkadiy Vaskevych and the scheme he organized to allow men to evade military conscription in exchange for money.
The apartment in question is located in another new building in Odesa, measures over 80 square meters, and has two rooms. In 2023, it was acquired by Ihor Rozhko’s wife, Alla Rozhko. An extract from the State Register lists the value at 2.2 million hryvnias ($50,080), but the market price and appraisal, according to a valuation report, are higher—at least 3.6 million hryvnias ($81,940).
Notably, Slidstvo.Info obtained a tax office document showing that between 2010 and 2023, Alla Rozhko’s officially declared income totaled just 111,000 hryvnias ($6,000).
The court order also mentions other properties linked to Arkadiy Vaskevych’s relatives. These include apartments in a row of seaside cottages in the Zolotyi Buhaz cottage community. Local residents told journalists that cottages in this town currently sell for between $110,000 and $150,000. They also pointed out properties that, according to them, are used by the Vaskevych family—the family reportedly owns as many as two such properties.
Classifieds websites confirm the price range for the cottages. Journalists found an 84-square-meter apartment in this town that currently costs 120,000 euros. Accordingly, the two properties could cost twice as much.
The owner of the seaside property is Eliso Svanidze, the wife of Besiki Kakachia. The court ruling states that Mr. Besiki is a close friend of Vaskevych. Journalists determined that until October 2022, Vaskevych Sr. was the director of a company owned by Besiki Kakachia. This same company owns the land on which the Zolotyi Buhaz cottage community is located.
Besiki Kakachia also owns a 2018 Lexus RX 350L, which journalists mentioned earlier. Journalists saw this same car in a parking space that, as of August 2022, was registered to Arkadiy Vaskevych’s wife, Alla Vaskevych.
According to its own sources, Slidstvo.Info has learned that in September 2025, Bohdan Vaskevych was detained while driving a black 2020 Mercedes-Benz GLS 580. The car is registered to Anastasiia Yerhiyeva. In fact, this Mercedes may have been in the Vaskevych family’s possession as early as 2022, which is specifically mentioned in the court ruling. It was later re-registered to another person—Anastasiia—and the license plates were changed, but the Vaskevychs continued to use it. According to investigators, this car cost nearly 5 million hryvnias ($154,000).
In addition, in February 2023, Arkadiy Vaskevych’s mother became the owner of an apartment in a nine-story building on the outskirts of Odesa. According to the appraisal report, this property is estimated to be worth 2.3 million hryvnias ($52,350).
While the SBI probe into the Vaskevych family began aggressively in January 2025, the pace has since slowed, with the last court filing dated August 2025.
Neither Arkadiy nor Bohdan Vaskevych could be reached for comment. Their phones have remained unanswered for a long time. Slidstvo.Info remains ready to publish the servicemen’s position should they respond.
