Former Ukrainian parliament member Vitaliy Khomutynnik purchased real estate in Dubai in the summer of 2022, after Russia’s full-scale invasion of Ukraine had started, documents obtained by Slidstvo.Info journalists as part of the Dubai Unlocked project show.

The records, part of the Dubai Unlocked project — a collaborative investigation based on leaks from Dubai’s Land Department and UAE state utilities — reveal that Khomutynnik invested 19.7 million dirhams (equivalent to more than $5 million at the time) in apartments at the new Six Senses The Palm hotel complex under construction on the western Crescent of Palm Jumeirah island. The development features luxury penthouses and two-level villas.

Additionally, documents indicate that in 2023–2024, Khomutynnik rented an apartment in the Address Residences skyscraper in central Dubai.

Khomutynnik, a former lawmaker from the Party of Regions and later a leader of the Revival parliamentary group — which included many ex-Party of Regions members — was known to journalists as an influential figure in tax policy matters.

Media reports noted that Khomutynnik left Ukraine shortly before the full-scale invasion. He was spotted in Monaco, but the obtained documents suggest Dubai may have been another residence.

Photos from social events in Dubai featuring his wife, Svitlana Khomutynnik — such as her appearance at a fashion collection presentation in March 2025 — suggest the family may be living in the Emirates.

Журналісти «Слідства.Інфо» звернулися до Хомутинніка із запитом щодо інвестиції у дубайську нерухомість та походження цих коштів, однак відповіді не отримали.

Slidstvo.Info journalists reached out to Khomutynnik with questions about the Dubai real estate investment and the origin of the funds, but received no response.

The Dubai Unlocked project draws on leaked information from the Dubai Land Department and other UAE government entities to reveal property ownership details.
