Roman Tkachuk, a Kyiv City Council member and director of the Kyiv City State Administration’s Department of Municipal Security, failed to declare a three-room apartment in Kyiv’s Obolonskyi district, where he has lived for over a decade, according to an investigation by Slidstvo.Info.
In his declarations, Tkachuk lists property in Rivne Oblast registered to his wife but omits any Kyiv residence. Slidstvo.Info journalists discovered he resides in a three-room apartment, approximately 70 square meters, in the capital.

When visited, a woman at the apartment confirmed that Tkachuk lives there but was not home. Asked why he did not declare the property, Tkachuk told journalists, “How is it not declared? This is my only home address, where you came. I’ve been living here for the last five years. I have no other address.”
However, a review of Tkachuk’s declarations over the past five years confirmed the apartment was not listed as owned or used property.
The property is not found in the real estate registry, so its owner could not be identified. Slidstvo.Info estimated the market value of a similar apartment in the same building at $90,000 to $120,000. If rented, the apartment could cost about 30,000 hryvnias ($723) per month, depending on renovations.
Tkachuk recently faced charges of official negligence in a generator procurement deal, causing the department to overpay by over 4.8 million hryvnias ($115,675).
In 2023, he was charged for a mini-power station purchase that allegedly caused 1.8 million hryvnias ($48,900) in damages to the department.
That same year, he was charged for misusing 64 million hryvnias ($1.7 million) on the “relocation” of a floating pumping station critical for Kyiv’s water supply and overpaying for an air raid alert system.
Another charges involved a locked shelter in Kyiv’s Desnianskyi district, where people died during an air attack. Tkachuk was placed under 24-hour house arrest and suspended from his post for a month, but later resumed work. In total, he faces five charges.
