Russian Alexei Khavetsky, who has long held senior positions in the penitentiary system, has been charged in absentia by Ukraine’s SBU Security Service investigators of orchestrating torture of Ukrainian prisoners of war. With Khavetsky’s participation, prisoners were forced to imitate homosexual sexual intercourse in the penal colony No. 7 in the village of Pakino, Vladimir Oblast of the Russian Federation. In the same period of 2023, Khavetsky appears in a photo with his wife and young daughter, as well as in a publication with prosecutors reporting on the inspection of the Pakino colony, according to Slidstvo.Info.

For at least a year, since February 2023, Russian Alexei Khavetsky worked as the deputy head of security and operational work of colony No. 7 in Pakino, Vladimir Oblast of the Russian Federation. SBU investigators pressed charges against Khavetsky of cruel treatment of prisoners of war and civilians, as well as committing other violations of the laws and customs of war by prior conspiracy of a group of persons.

The text of the charges contains testimonies from released Ukrainian prisoners of war, detailing systematic torture and sexual violence. Prisoners were allowed to shower only once a week, forced to undress in their cells and run to the bathhouse completely naked. They were required to ensure their genitals touched the buttocks of the person in front of them.

Alexei Khavetsky forced naked prisoners to simulate homosexual acts in shower rooms, medical facilities, exercise yards, and during meal times. Meanwhile, prisoners had to come up with various storylines. Sometimes, up to ten colony staff would gather to watch this type of sexual violence, commenting, clapping, and giving instructions on what to do.

In July 2023, Alexei Khavetsky suddenly stopped a line of Ukrainian prisoners who were running in a bent position. The men hit their heads against the buttocks of the person in front of them. Then, a guard approached one of the prisoners and penetrated his anal opening with a rubber baton. The prisoner fell and could not get up or walk without assistance.

In the Pakino colony, people were systematically beaten, tortured with electric shocks, and starved. During their time in the colony, victims lost up to half of their usual body weight. They received almost no medical assistance. Alexei Khavetsky, along with other colony staff, would withhold bread from the prisoners for extended periods, then force them to eat an entire loaf in 15 minutes. With digestive issues and only one toilet in the cell, prisoners were forced to relieve themselves on the floor. Khavetsky would personally observe this and make comments.

On the social media platform Odnoklassniki, Alexei Khavetsky hides under the alias Ivanov, a common pseudonym used by Russian war criminals. However, his profile on VKontakte, featuring a similar photo, is listed under the name Liokha Khavetsky. The Russian has not posted anything on social media for the past 10 years.

 

Meanwhile, his wife and mother-in-law rarely forget to tag Alexei in family photos with their 8-year-old daughter.

In March 2023, the torture of prisoners, according to testimonies from former captives, did not cease. At that time, the regional deputy prosecutor visited Pakino to inspect the detention conditions. Photographs show Alexei Khavetsky leading the commission around the colony grounds and various buildings. It would be interesting to know if Alexei boasted to the regional prosecutors about the “homosexualized scenes” he forced Ukrainian prisoners to enact.

If apprehended, Alexei Khavetsky faces imprisonment for a term of 8 to 12 years (Article 438 of the Criminal Code of Ukraine).
